If you are still not getting the right output voltage after shorting the inputs to 1V, try disconnecting the output from the rest of the circuit. I am using the INA amplifier to amplify the signal coming ina31 a pressure sensor. In ina3221 data sheet it is not mentioned that the gain changes with the load current.
The output is filtered by a simple RC high pass filter.
